    Foul play is suspected in the death of a man whose body was spotted by a motorist on the side of a dead end road outside a park in Northwest Jacksonville. The man, estimated to be 20 to 40 years old, was discovered about 7 a.m. in the 3600 block of Owen Avenue off West Moncrief Road near Raines High School. Sgt.
